RYA Level 2 Powerboat Course The Level 2 Powerboat Handling Course provides the skills and background knowledge needed by a competent powerboat driver and is the basis of the International Certificate of Competence (ICC). It is widely regarded as the 'Powerboat Driving Licence'.
